Marriage Registration Fees in Georgia
Georgia charges nothing to register a marriage at the registrar's desk. You pay only when you add a ceremony or ask the registrar to come to you, and the amount depends on the venue and the day. The fees are set by a 2022 government resolution and paid to the Public Service Hall.
No fee buys a faster registration. The registry can marry you on the day you apply or on a date you pick within 2 months, at the same price either way.

A weekend date in Tbilisi always carries a fee, because the free registration runs Monday to Friday only. The cheapest weekend option is a GEL 75 ceremony at Tbilisi Central Public Service Hall, which opens Saturday and Sunday from 10:00 to 17:00. If you book a ceremony online, you pay 50% within an hour of confirmation and the rest when the application is registered.

Apostille Fees for the Marriage Certificate
For a country in the Hague Apostille Convention, the stamp that makes a Georgian certificate count there is an apostille on the marriage certificate. The Public Service Development Agency issues it at any Public Service Hall, and the official fee list (opens in a new tab) prices it per document, by how fast you want it back.

A couple with 2 working days before they fly takes the GEL 120 stamp instead of the GEL 150 one, and a couple staying a working week pays GEL 60. Anyone flying out sooner can skip the same-day fee and order the stamp from home by video call for GEL 55.
Legalization Fees for the UAE, Qatar and Kuwait
The UAE, Qatar and Kuwait are outside the Apostille Convention, and so are Lebanon, Egypt, Jordan and Iran, so a certificate for any of them goes through legalization and embassy attestation instead. The Georgian half is priced exactly like an apostille, GEL 30 to 150 by speed, and that one fee covers the Foreign Ministry's stamp as well as the agency's.
The destination country's embassy then certifies it for its own fee, and after that it counts in that country only. For the UAE there is one more step, attestation of the original by the Ministry of Foreign Affairs inside the UAE.

An apostille does not work in the UAE
The UAE, Qatar and Kuwait do not accept the apostille, so paying for one is a fee spent on the wrong stamp, and the legalization is paid again on top. The UAE Embassy in Tbilisi attests the original after its Georgian legalization, so a couple who fly home with an apostille instead still have the whole chain ahead of them. Translation, Notary and Copy Fees
The registry accepts a passport untranslated if it shows your name in Latin letters, so with Latin-letter passports and no earlier marriage, you have nothing to translate for the registration. A foreign divorce decree or death certificate is the exception: a translator puts it into Georgian and a notary certifies the translator's signature. The translator sets their own fee; the notary's is set by government ordinance.

Visa and Travel Costs
Entry costs nothing for citizens of more than 90 countries, including every EU state, the UK and the US, who can stay up to a year without a visa. Holders of a valid residence permit or visa from 50 listed places, the 6 Gulf states among them, enter visa-free for 90 days in any 180, though citizens of 17 listed countries need at least 1 year left on a Gulf visa or permit.
Everyone else applies on the state e-visa portal (opens in a new tab), which charges USD 20 plus a 2% service fee and decides in about 5 working days. Flights and hotel nights sit outside every fee on this page, and the apostille speed you choose sets how many nights you book.
Is Georgia Cheaper Than Dubai to Get Married?
On state fees, Georgia is cheaper: a weekday registration in Tbilisi is free. In the UAE, Abu Dhabi's Civil Family Court marries anyone except UAE nationals, whatever their religion and wherever they live, so couples in Dubai can use it too. It charges AED 300 for its standard service, handled within 10 working days, or AED 2,500 to marry within 1 working day, and needs no witnesses.
For a couple who live in the UAE and can wait 10 working days, cash favors Abu Dhabi. Its certificate is already a UAE document, while a Georgian one needs the legalization chain, and GEL 30 plus USD 41 plus AED 150 comes to more than AED 300 before any flight. Against the AED 2,500 express service, the free registration in Tbilisi leaves the flights, the hotel and the chain to fit inside the difference.
