If you meet 1 of Dubai's sets of conditions and need the marriage in the UAE, Dubai is the shorter road, because its certificate is local from the first day. Georgia is the answer where those conditions shut a couple out: interfaith pairs outside the Sharia rules, non-Muslims under 21 or with no partner in Dubai, and 2 visitors.
Dubai Court Marriage Requirements for Muslims
A Sharia marriage contract applies whatever your nationality when both partners are Muslim, or when the groom is Muslim and the bride is Christian or Jewish. A Muslim woman cannot marry a non-Muslim man under it unless he proves he has converted to Islam. Dubai Courts takes applications online, and authorized marriage officials also conclude contracts.
The contract cannot be registered without a premarital medical test certificate for each partner, from a government hospital, an accredited health center or an approved private hospital. The screening looks for HIV, hepatitis and syphilis, and for inherited blood disorders such as thalassemia and sickle cell anemia.
What a Sharia contract in Dubai asks for
- Passports for non-Emirati partners, plus Emirates IDs if you live in the UAE
- Proof of marital status, and a final divorce certificate or a former spouse's death certificate if either of you was married before
- A premarital screening certificate for each of you
- The guardian's acceptance when the bride is Muslim, unless she is a foreign national whose home law requires none; a guardian abroad can act by power of attorney or official authorization
- 2 Muslim witnesses with Emirates IDs or passports
- Foreign documents attested and translated into Arabic by an authorized translator
Civil Marriage in Dubai for Non-Muslims
Dubai's civil marriage rests on Federal Decree-Law No. 41 of 2022 on civil personal status for non-Muslims. Both partners must be non-Muslim and at least 21, and at least 1 of you must be a resident of Dubai. You appear in person, or through legally authorized representatives, with your original IDs.
You also prove you are single and upload every document as a PDF. Anything not in Arabic needs a certified Arabic translation stamped by the UAE Ministry of Justice, and a document issued abroad is certified by its own country's foreign ministry, the UAE embassy there and UAE MOFA. With that done, the license can be issued in 24 hours.
A non-Muslim couple with no partner living in Dubai, or with a partner under 21, cannot use this route. The nearest alternative inside the UAE is Abu Dhabi's civil marriage, which takes partners from 18 and accepts tourists as well as residents.

If either of you was married before, compare the journey your divorce decree has to make. For a Dubai civil marriage, a British decree is certified by the UK's foreign ministry, the UAE Embassy in London and UAE MOFA, then translated into Arabic under the UAE Ministry of Justice's stamp. For Tbilisi, the same decree needs a UK apostille and a Georgian translation certified by a notary.
Embassy Marriage in Dubai
Non-Muslims can also marry at their own country's embassy or consulate in the UAE, or at a church or temple of their religion. The marriage then has to be registered with the embassies of both partners, so a mixed-nationality couple deals with 2 embassies.
Whether an embassy performs marriages at all is its own country's rule, and some countries want an intention-to-marry application filed with the embassy first. Ask both embassies before you set a date.
Getting Married in Dubai on a Visit Visa
On a visit visa, Dubai's civil route is closed unless your partner lives in Dubai, because at least 1 of you must be a Dubai resident. Georgia sets no such condition.
Each foreign partner only has to be in Georgia lawfully on the day, so you can marry in Georgia on a tourist visa, a visa-free entry stamp or an e-visa. A valid UAE residence permit lets any nationality in for 90 days in any 180, but citizens of 17 listed countries, Pakistan, Bangladesh and Nigeria among them, need at least 1 year left on it when they enter.
Marriage Requirements in Georgia
The Public Service Hall asks every couple for the same things: a passport for each of you, proof that each foreign partner is in Georgia lawfully, 2 adult witnesses with ID, and an apostilled or legalized divorce or death certificate if either of you was married before. Nothing on the list is medical, and there is no guardian's consent for an adult, no proof of single status and no question about religion.
You can register the day you apply, or on any day within the 2 months the application stays valid. Registration without a ceremony is free on weekdays, and a ceremony costs GEL 75 at a Public Service Hall or GEL 135 to 225 at a Wedding House. Both of you must attend, because Georgia never registers a marriage through a representative.

Using a Georgian Marriage Certificate in Dubai
A marriage concluded through Dubai Courts is a UAE document from the start. A Georgian certificate counts in Dubai only after 3 stamps, because the UAE is not a party to the Apostille Convention. Most of the planning for couples who live in the UAE goes into those stamps, not the wedding day.
The Public Service Hall legalizes the certificate and adds the Georgian Foreign Ministry's stamp itself. The UAE Embassy in Tbilisi then attests it and publishes no processing time, and UAE MOFA finishes it, applied for on mofa.gov.ae or its app.
Ask for legalization, not an apostille
An apostille is the stamp most countries take, and it is the wrong one for Dubai. The UAE Embassy in Tbilisi attests certificates legalized at the Public Service Hall, so an apostilled certificate has to go back for legalization, at a second fee, before the chain can start.

For a home country, the advantage flips. A second Georgian original can take an apostille for a country in the convention, such as India, the UK or the Philippines; a certificate issued in Dubai cannot, because the UAE is outside it.
Dubai or Georgia: Which Route Fits Your Couple
- 2 Muslims living in Dubai. A Sharia contract through Dubai Courts, if the bride's guardian can accept it in person or by power of attorney.
- A Muslim man and a Christian or Jewish woman. Both work: Dubai's Sharia contract accepts the pair, and Georgia registers them without asking about religion.
- A Muslim woman and a non-Muslim man. Dubai's civil route is closed to her, and its Sharia route needs proof that he has converted. Georgia registers the marriage, but how a UAE office treats the certificate is that office's decision, so ask before you rely on it.
- 2 non-Muslims, both 21 or over, 1 living in Dubai. Dubai's civil marriage, once the attested documents are ready.
- Non-Muslims under 21, or with no partner in Dubai. Georgia or Abu Dhabi, and Georgia can register you the day you apply.
- 2 visitors. Georgia, where the only immigration condition is a lawful stay on the day.
Georgia is the weaker choice in 2 cases:
- You need the attested certificate in the UAE within days. The UAE Embassy in Tbilisi publishes no processing time for its stamp.
- 1 of you cannot travel. Georgia registers a marriage only with both partners and 2 witnesses in the room.
